Background

Not much is known about Leonid Ustoevsky and he has seen to it that almost every file on his background has been destroyed.  He is known to be the ultimate bureaucrat, however, having the ability to blend into the background and avoid becoming the centre of attention.  During Glasnost, Leonid's powers waned and he decided to pre-empt the fall of Russian dominance by taking Oktober out of government hands and into his own.  He led the team against the government on several occasions, and has become known as a global threat.
Personality
Apparatchik is methodical and analytical, almost to the point of distraction.  He controls everything around him including the affairs of Oktober.  He always feels in control even when evidence points to the contrary, and he always manages to accept victory out of any encounter.  However, this pretence of calm superiority can sometimes be ruffled when dealing with Russian Dawn who usurped Oktober's position as the heroes of Russia.  He is dedicated to bringing communism back to Russia, and in doing so, taking Russian Dawn completely out of the picture and reinstating Oktober as the people's protectors.

Powers

Apparatchik is a telepath with an extensive background in bureaucracy.  He has absorbed an enormous amount of knowledge in his time with the government and seems to be an expert on almost any subject.  His telepathic powers are formidable, but when combined with his analytical brain, Apparatchik has few peers on the mental playing field.
Appearance

Apparatchik abhors costumes but does acknowledge the need for protection and wears a concealed armoured vest under his work shirt.  He wears a red armband signalling the supposed death of communism.  Since becoming a wanted fugitive, Apparatchik has grown a beard and his hair is now streaked with silver.
