Background

Billy broke his back in a hit and run car accident in 2002. He has been confined to a wheelchair since. He had to leave his job as a Postroom assistant for a IT company where he had first met Myfanwe Alexander (Cyba). She has remained friends with Billy and visits him as often as she can.

He now sells newspapers at a corner stall near his apartment in Portage La Prairie. Most of his social life is spent with the group of friends called 'The Knowing' which is basically a group of conspiracy theory freaks based in the town.
Personality
Billy's imagination is his worst enemy. He sees conspiracies everywhere he looks. He looks at taxi drivers to check if they are aliens; every period of unseasonable weather is due to a Government failed scientific experiment and is sure the local Chinese takeaway is a front for the Tong.
Billy has adapted to life in the wheelchair very well. He also enjoys his job and has built up a regular clientele.

Billy uses a wheelchair at all times and wears glasses. His hair is a unruly mop of sandy coloured hair that doesn’t see a comb often enough. He always dresses casually. He is always cheerful and has a smile on his face at all times.
