From the Original Global Guardians Website:

In 1969 a team of super powered terrorist calling themselves The Artic Wind, spread terror and fear throughout the Canadian providences. They struck where ever they wanted and remained completely unchecked for over 4 months. During this time Canadian’s everywhere feared leaving their homes. The Artic Wind’s attacks seemed to be almost completely random and indiscriminant. Every time that law enforcement agencies like the Royal Canadian Mounted Police attempted to intervene they found themselves unable to even slow The Artic Wind down. What was worse, The Artic Wind seemed to take offense at their attempts, and they would attack the police headquarters as well as any government buildings in the area.

During the 3rd month of The Artic Wind’s reign of terror, Oliver D’Artagnan, a billionaire industrialist, found himself affected by their attacks on a very personal level. He had only been married for a few weeks when his wife was killed. She had been at a charity auction when The Artic Wind struck. Oliver should have been their as well, but business had kept him out of the country for an extra day. Heart broken and enraged, Oliver set about to find a way to avenge the death of his wife.
Oliver devoted every asset he had to finding a way to oppose The Artic Wind. With in three weeks he had assembled a group of super powered heroes from across the continent. He had also acquired a mystic relic known as the Ruby Heart Rapier.

Taking the name Scarlet Musketeer, he led his group of heroes in three separate encounters against The Artic Wind. The first two encounters, they were able to stop The Artic Wind but unable to keep them from escaping. During their third encounter they defeated The Artic Wind, but not without cost. Two team members died and Scarlet Musketeer was critically wounded.

Oliver D’Artagnan spent over a year in the hospital. His back had been broken and he lost all use of his legs. He had no regrets though. He had accomplished what he set out to do.

Although D’Artagnan lost the ability to act as a super hero himself, he saw that there was a need for a team of heroes, to protect Canada from those that would terrorize and do it harm. To that end he continued to sponsor the team that had gathered together. In 1971 an amendment to the Royal Canadian Mount Police Act was made to include the Canadian Shield.

The Binary Man, a robot consciousness who built himself specifically to handle the Canadian Shield, launches assault after assault against the team. Each time, more pieces of his seeming allegiance to Cyba come to light. It’s only in the end of the conflict that the team discovers that the incident that bore Cyba her powers did the same for the computer mind she entered. There, the fledgling artificial intelligence known as the Binary Man gained the ability to think freely and independently. When Cyba disconnected, so too did his ability to appreciate that freedom. Not too soon, however, as he’d managed to rewrite his own operating protocols to a single definitive goal: take Cyba, and use her mind to regain that freedom!
