Background

Kikuta Makoto was born to a peasant family with a strong military background. His ancestors gained prowess by serving the Emperor begining with the Boshin War and ending with his father serving in the army as a pilot during the Sino-Japanese War and World War II.

With a father who was regarded as a hero, a kamikaze pilot who sunk an American destroyer, and growing up in an era of a severely weakened Japanese military, Makoto dreamed of the day when he would not only serve in the Emperor's army, but become one of its generals.

Eventually, Makoto matured. He graduated as one of the brightest students of Industrial Engineering. After working for Mitsubishi for three years, he founded his own company, Daitatsu Transportation, developing innovative vehicles for special purposes. An average engineer, he found a talent as a savvy businessman. He was adept at finding and keeping good engineers and salespeople. And he formulated thoughtful business strategies.

With the decline of the Japanese dominance in transportation, he became involved in the New Empire movement and quickly established himself as one of its leaders. He formulated strategies that were designed to topple foreign competitors. And, as part of the New Empire, felt no compunctions that his strategies be legal. To him, the results were what really counted.

The New Empire toppled, its leadership either having disappeared or imprisoned. But, Kikuta Makoto remained. He gathered together resources once again and planned and waited until the day that the pieces would once again fit together so that the goal of the New Empire could once again be realized.

He recruited Okami Hishou, a member of the Royal Family with a claim to the throne who was also an accomplished kenjutsu master and shared the vision of the New Empire. He recruited Ooarashi and Dance Dance Boom Boom and he organized the rest of the New Empire into cells that could effectively carry out clandestine operations.

In the last year, the final two pieces to his plan fell in place. Breakthroughs in cybertechnology allowed Issan Electronics, a key financial supporter of the New Empire, to create Cyberninja. And, Makoto convinced Nakamoto Hiroshi, leader of the superteam, MECHA-Tai Japan, and driver of Black Dragon, to join the New Empire. Now Makoto guides I-shinkigen Koukoku, navigating the group through economic, political, legal, and, most importantly, public perception obstacles.

Personality
If any of the members of the New Empire could be said to be most firm in their beliefs and goals, it is Kikuta Makoto. He does not desire fame or fortune, merely that his nation become strong once again and dominate the world. He works towards this goal by planning and organizing, by advising the others and letting them take credit or become wealthy themselves from his plans.

Powers

Kikuta Makoto is a normal human with a degree of fanaticism. On occasion, he will direct operations from a jetcopter or from the Navigator's seat in Dragon Banzai. Yet, he'd rather leave the tactics to the field commanders as his strength is not tactics, but strategy. He also wears specialized glasses that provide data and enhanced visual clarity as well as scan biometrics of anyone he is looking at.

Appearance

Makoto wears a business suit when doing business or sweat clothes when he is not. He is slightly heavy set from his enjoyment of sweets, which he has been trying to cut down due to his recent diagnosis of diabetes.
