| Background |
Prince Hishou had never wanted to be a prim-and-proper member of the Royal Family of Japan. He was not content to be a figurehead political figure and a ceremonial religious leader. He knew the glories held by past Emperors of Japan. And he knew that one day, he would attain such glory. He left the gilded cage of the Imperial Court in the Imperial Palace and he worked hard. He studied the physical art of kendo and the mental art of politics and leadership. He fell in with the ultraneoconservative group, the New Empire. In them, he sees the possibilities of Japan becoming a potent nation once again. In him, they see a New Emperor to lead them. |
| Personality |
Hishou believes that the current political situation was much like the last days of the Tokugawa. The government is weak and prone to foreign influence. The people (in this case the New Empire) desire change. He believes that, just as the Meiji Restoration was the first stage towards a strong Japanese Empire, so too will the restoration of power to the Emperor, with Hishou as Emperor, will be the first stage towards a New Empire. |

"Do you dare take on my sword?!" |
| Powers |
Kiku is a master of the art of Shiragiku style Muto Kenjutsu. His movements are quick and fluid, his reactions are elegant and accurate. He allows his followers to do most of the fighting, reserving the strongest of the enemy for his own sword. He is also a sound tactician taught to command small units in battle. |
| Appearance |
Tall by the standards of Japan, Hisshou has the bearing of one born to lead. He keeps his silver-white hair in a ponytail, neatly groomed. When on missions, he wears an ornate and resplendant armor of lacquered red, with the royal white chrysanthemum emblem boldly displayed on both the front and the back. Any New Empire members under his command will have a smaller chrysanthemum emblem. At other times, he wears a costume reminiscent of the Japanese Imperial court from the early 11th century. |
